The annual Pacific Aid Map — launched by the Lowy Institute in 2018 — is a comprehensive database tracking official development finance (ODF) flows in the Pacific Islands region. This 2025 Key Findings Report includes an analysis of the Pacific Islands’ evolving development finance landscape and a series of profiles on trends in the 14 Pacific Island countries covered in the database.

Roland Rajah is Lead Economist and Director of the Indo-Pacific Development Centre at the Lowy Institute, focusing on economic development challenges across Southeast Asia, the Pacific Islands, and South Asia.
