East Timor’s Foreign Minister and Nobel laureate Dr Jose Ramos Horta spoke about the foreign policy and security challenges confronting his fledgling country two and a half years after independence. Dr Ramos Horta is well known in Australia, and internationally, as an activist and tireless advocate for East Timor’s independence and more recently as East Timor’s first foreign minister.
